Avista Idaho Deal Would Bump Electric Rates $23.2M, Gas Rates $3.9M

Avista reached a settlement in its Idaho rate case that includes an average 11.98-percent rate increase for electricity and 4.7-percent for natural gas customers. In April, the utility had filed for a 16.7-percent increase in electric rates and 5.8-percent in natural gas rates. The deal includes funding increases for low-income demand-side management programs and conservation outreach, and addresses the utility's Spokane River hydro project relicensing issues, Montana riverbed litigation and revenue from carbon financial instruments sales.

Canadian Researchers Chronicle Big Turnaround in Ocean Conditions

Improving ocean conditions are helping salmon populations to rebound, say some Canadian scientists. They point to cooler waters and more nutrients they say boost the marine survival of young fish. Based on their interpretation of data from hundreds of robotic submerged buoys tracking salinity and temperature, they say gobs of cold water have moved east to help cool waters near the shore. Winter water temperatures in the Gulf of Alaska were the coldest in 35 years.

NMFS Reaches Settlement Over Review Of Pesticide Effects on Listed Fish

It took another lawsuit to finally prod the National Marine Fisheries Service into speeding up its review of how pesticide chemicals affect ESA-listed salmon and steelhead, but now the agency has agreed to check out 37 pesticides over the next four years. Environmental groups first sued more than five years ago, a move that was instrumental in getting a federal judge to OK temporary buffer zones around many streams.

Geothermal 101, and Helping Utilities Reach Renewables Standard Goals

Geothermal energy--for both power generation and heat pump applications--can help the region's utilities meet their renewables standards. That was the message of a recent workshop hosted by Snohomish County PUD. Geothermal can provide baseload power and, when used for heating and cooling, can trim loads.
